1. Acceptance of Terms
By creating an account or using Home Bidders Hub (“Platform,” “we,” “us,” “our”) at homebiddershub.com, you agree to these Terms of Service and our Privacy Policy. If you do not agree, do not use the Platform.
2. Eligibility
- You must be 18 years or older
- You must be located in or service Southern California (Los Angeles, Orange, San Diego, Riverside, San Bernardino, Ventura, Santa Barbara, or Imperial County)
- Contractors must hold a valid California CSLB license
- You must provide accurate and truthful information
- One account per person per role — you may have one homeowner account and one contractor account at different email addresses
3. User Roles
Homeowners
- • Post home improvement projects
- • Receive and review bids from contractors
- • Award, decline, or request changes to bids
- • Release milestone payments upon satisfaction
- • Leave reviews for completed work
- Service is FREE for homeowners
Contractors
- • Browse and bid on posted projects
- • Require a valid California CSLB license
- • Subject to the Match Fee (see Section 7)
- • Responsible for all work performed
- • Independent professionals — NOT employees of Home Bidders Hub
4. Contractor License Requirements
- All contractors must provide a valid CSLB license number
- Unverified contractors may not submit bids over $1,000
- Home Bidders Hub attempts to verify licenses but does NOT guarantee verification accuracy
- Contractors certify their license is valid, active, and belongs to their business
- False license information will result in immediate account termination and may result in legal action
- Homeowners are solely responsible for independently verifying contractor credentials at cslb.ca.gov before hiring
5. Bid System and Credits
Bid Credits
- Contractors use bid credits to submit proposals
- Credits are consumed upon bid submission and are NON-REFUNDABLE, except when a homeowner removes a job posting before any bid is accepted — in that case credits are returned
- Credits are NOT refunded when a homeowner declines a bid
- Credits have no cash value and cannot be transferred
Credit Plans
| Plan | Monthly Fee | Credits | Rollover | Match Fee |
|---|---|---|---|---|
| Free | $0 | 2/month | No | $49 |
| Plus | $59 | 15/month | Yes | $19 |
| Pro | $79 | 25/month | Yes | $9 |
Bid Limits & Revisions
- Each job post accepts a maximum of 5 bids
- Once a job is awarded, no further bids are accepted
- Homeowners may request changes to a submitted bid
- Contractors may submit one free revision per change request — revisions do NOT consume additional credits
6. Job Posting and Privacy
- Homeowner addresses are NEVER shown to contractors until a bid is formally awarded
- Only city and neighborhood are visible to contractors before award
- Full address, phone, and email are revealed only after award
- Contractors must keep homeowner contact information confidential
- Job posts expire after 30 days with no awarded bid
7. Match Fees and Payments
Our Role and Your Contract
Home Bidders Hub is a referral and payment-tracking service. We are not a party to the home-improvement contract between homeowner and contractor, and we do not draft, generate, host, or review that contract. The contractor is solely responsible for providing a written contract that complies with applicable law, including California Business and Professions Code § 7159 and CSLB home-improvement contract requirements. The milestone schedule shown on this platform is a payment-tracking convenience, not the binding payment schedule — the binding terms are those in the parties’ written contract.
Match Fees
The platform Match Fee (a flat $49 on Free, $19 on Plus, $9 on Pro) is charged directly to the contractor’s payment method at the time the homeowner awards the bid. This fee is separate from and in addition to the homeowner’s payment. No fee is charged for bids that are not awarded. All Match Fees are non-refundable once a bid is awarded, regardless of project outcome.
How Payments Work
Home Bidders Hub does not hold or escrow funds. The homeowner pays the contractor directly through the platform’s payment processor when the homeowner approves the work — per milestone for milestone jobs, or once for no-milestone jobs. Nothing is charged until the homeowner approves, and the contractor receives the full agreed amount for approved work. The Match Fee is a separate charge to the contractor’s card and is not deducted from the contractor’s earnings.
Homeowner Payments
- The homeowner is charged only when they approve completed work
- Funds are not held or escrowed by Home Bidders Hub at any point
- Payment is never released automatically — the homeowner must approve each milestone (or the completed job) for payment to occur
- Once a payment is made for approved work it cannot be reversed through the platform
- Payment processing is provided through Stripe
Cancellations and Refunds
- Either party may cancel an awarded job at any time
- Any milestone not yet approved and paid is simply not charged
- Payments already made for approved work are NON-REFUNDABLE
- Bid credits are NON-REFUNDABLE once used, including on cancelled jobs
- Match Fees are NON-REFUNDABLE once a bid is awarded
8. Dispute Resolution and Reports
Flagging Issues: Either party may flag a milestone issue via the platform. Home Bidders Hub will review flagged issues within 7 business days. We will attempt to mediate but are NOT obligated to resolve disputes. Legal disputes between homeowners and contractors are outside our jurisdiction.
User Reports: Any user may report another user for violations of these Terms. Reports are reviewed within 3 business days. Possible outcomes include a warning, temporary suspension, or permanent termination. Both the reporter and the reported user will be notified of the outcome. Home Bidders Hub’s decisions on reports are final.
Contractor Remedies for Non-Payment
Contractors who have completed work and are not compensated have the following remedies: (1) file a report via the platform for review; (2) contact Stripe at stripe.com/support for payment processing issues; (3) pursue payment in California Small Claims Court for amounts up to $12,500 (courts.ca.gov). Home Bidders Hub is not a party to payment disputes but will cooperate with law enforcement and legal proceedings as required.
Stripe Disputes: Payment issues are subject to Stripe’s dispute process. Fraudulent chargebacks may result in account termination.
